Can I leave Orlando International Airport on a layover and see Orlando?

The deciding part is the airport at both ends, not the drive: leaving means going back through security for the next flight, and some connections mean collecting and re-checking bags. Orlando International is large and the resorts are a real drive away, spread across the region, further still if the resort is Disney's own and the theme park is Universal's, or the reverse. A chauffeur who meets the flight and knows which resort gate to use spares you the longest, most confusing part of an Orlando trip, and skips the shuttle wait entirely.
