What you need before a first prearranged ride.
Written for drivers deciding whether this is worth pursuing, before spending money on it.
A licence, and then a county registration
A valid Florida driver licence is the floor, not the qualification. Prearranged, for-hire passenger work is regulated at county level in Florida, and the county you pick people up in is the one whose rules apply — not the one you live in.
Broward and Miami-Dade both regulate this, and they do it differently. Miami-Dade's chauffeur registration involves a Level 2 background check, which is fingerprint-based and goes through the FBI. Broward runs its own scheme. Working across a county line usually means satisfying both.
Quo does not issue any of this and cannot obtain it for you. Requirements differ by county and they change, so confirm yours with the county itself before you spend anything.
A car that qualifies, which is stricter than a nice car
Counties set vehicle rules, and they are specific: a minimum value, a maximum age, an inspection, and permit decals issued to the licensee for that particular vehicle before it carries anyone.
The trap is a car you do not control. Decals are issued against a specific vehicle, which is difficult on a rental or a lease in someone else's name. Sort out what you will actually drive before applying for anything.
Insurance that covers carrying a paying passenger
A personal auto policy excludes livery use. A claim with a paying passenger in the car is the moment that exclusion is found, and it is found by the insurer, not by you.
Commercial cover is a separate policy and a real annual cost. Price it before anything else, because for a lot of people it is the number that decides whether this is worth doing at all.
Where Quo fits, and where it does not
Quo arranges rides and assigns them to carriers and chauffeurs whose licence and insurance are on file and current. Dispatch will not assign a ride to anyone whose documents have lapsed — not as a policy anyone has to remember, but because the system refuses.
That means Quo is not a route into the industry for someone who has not done the above. Applying does not start a licence, and nobody here can accelerate a county's queue.
